The “Team Planner” is a tool to handle the Resource Management within a company with a Matrix Organization: The Project Leaders are not the direct disciplinarian of the Resources. These are the Resource Responsible = Team Leaders (which can be setup in Genius in the Resource document).
This way the Project Leaders are planning within the Genius Planner the (if applicable Generic) Resources for their project - giving workload already in regard to the capacity. When they finished their planning they informed the Team Leaders to check their draft.
The Team Leaders are tracking the resource capacity & utilization and planning the resources. They check in the Team Planner the Tasks assigned to their team by the Project Leaders and accept / deny / make a request to change the workload.
The final approval in any case has the Project Leader (as he is the responsible of his project). He / She can accept the changes or send it back to the Team Leaders.
The whole Team Planner relies this way to a big amount of trust. ONLY IF EVERYBODY (especially the Team Leaders) is working properly with the system (Project Leaders plan with regard to capacity / Team Leaders change only what is necessary and don’t deny everything / Project Leaders accept changes) only then can a company work properly with this tool.
Cerri.com only recommends this to companies which have work processes already in the same way. If companies want to introduce this system new, there should be NO OTHER focus for the moment. In a standard implementation this would be Step 4 or 5.
